Buyer geography comes from eBay Product Research.
The structure is inspired by FiveThirtyEight's polling average, which blends a responsive exponentially weighted estimate with a smoother LOWESS-like estimate. This page uses a fixed 70/30 mix because each GPU has a small sample, rather than trying to learn a changing blend from limited history.
